Often, yes, for mild cases. Apple's own advice is to run the crown under lukewarm fresh (not salt) water while turning it, then dry it — this clears dried sweat or soap that's gumming it up. If it's still stuck or won't scroll after that, debris is packed deeper or the encoder has failed, and we clear it ultrasonically or replace the crown. Don't use compressed air or sharp tools, which push debris in further or damage the seal.
The rotation isn't being read. Sometimes that's debris stopping the encoder, which an ultrasonic clean fixes; sometimes the crown flex or encoder has failed and needs replacing. Both are counter-level repairs. We start with the clean because it's cheaper and often enough, and only replace the part if the rotation still doesn't register.
It should — but it's exactly why we test it. On Series 4 and newer the Digital Crown is also one of the ECG electrodes, so a damaged crown can stop ECG working, and a proper crown repair restores it. We check ECG, the press function and rotation before returning the watch.
