No — and you should be wary of anyone who says they can cheaply. Activation Lock is Apple's anti-theft protection, and removing it legitimately requires the original owner's Apple ID and password, or Apple's own proof-of-ownership process with your receipt. What we do is carrier / telco unlock (freeing a phone from one network), which is a completely different and legitimate service. We won't touch lost, stolen or blacklisted devices.
